Introduction
The evolving importance of community policing and its influence on patrol and the other
specialized roles of police should be explored. There are a number of challenges that are face by
law enforcement. A major challenge in everything officers do is policing within the law. Officers
must be knowledgeable of and perform within limits set by our Constitution and by their
respective state constitutions and local ordinances. Two persistent, often interlinked challenges
are combating gangs and illegal drugs in our country. Billions of dollars and personnel hours are
spent in this effort. One more challenge that has always been present but, until September 11,
2001, had not been a priority, is terrorism. The threat of terrorism is now a top priority at the
local, county, state and national level. In addition to these very specific challenges, issues related
to officer conduct must be addressed. Such issues include discrimination, use of force, pursuits,
civil liability, corruption, ethics, and integrity. The last major series of challenges are found
within law enforcement agencies throughout the country: recruiting, selecting and retaining the
best-qualified officers; use of civilian review boards; sexual harassment; unionization;
privatization; moonlighting accreditation; and professionalization of law enforcement. This paper
is aimed at discussing the three challenges that are faced by law enforcement. The paper will also
discuss the solutions along with providing the suggestions for these challenges.
